Ethernet cord not being recognized by onboard adapter

I have looked at many other threads, and have tried everything that I can think of to solve this problem. Here is what I know...

-The Ethernet cord works.
>I know this because I have tested it with my laptop

-The ethernet lights on my motherboard are acting strange.
>They flash once in about every three to four seconds. It seems like it is trying to detect the connection, but cannot

-The BIOS shows that the ethernet device can be enabled/disabled.

-Windows reports that the ethernet device is working correctly.

-Windows reports that there is an Ethernet connection for just a flash.

-All other devices connected through ethernet are working
>I have even tried plugging one device into the port that my computer is plugged into, and that still connected to the internet.


I have tried uninstalling the driver, taking out the CMOS battery, disabling and re-enabling in the BIOS, but that's all that I can think of.

At this point I am just trying to fix the issue without RMAing the board. Right now I am using a WiFi adapter that I bought for fifteen bucks. The pings that I am getting in games are well over 180, and my network speed is being limited to about 3.5 Mbps from the normal 65 Mbps I usually get.
