Ethernet Directly to PC causing problem

So i just have my ISP technics leave the house after changing my modem due to an unstable connection when they were leaving they told me the problem was the ethernet cable that goes from the modem to my pc that its creating packet loss.

What could be the reason for this?

Cheap cable. Bad cable. Who knows. Go buy a new one.
