Ethernet download speed drops to 0 kbps in games

So i just recently moved all my pc components over to a new case and now i seem to be having issues with my Ethernet connection. As soon as i started my pc up after moving everything over i went into a game and had no issues, played a few games and then left my pc for a couple of hours. I come back and all my games are having network issues. After looking into it, it looks like my Ethernet download connection keeps dropping to 0 kbps for a few seconds, then picking up again causing huge lag spikes and making the games unplayable. Interesting thing is if i swap over to wireless connection everything is fine, I am very confused with what is happening. I have tried replacing my Ethernet cord, tried updating the drivers and nothing has worked so far, not sure if its a hardware issue or software issue. Any help is appreciated.

have you ever booted a live ubuntu usb?

you can try that to test the network from another os.
