Ethernet on gaming PC slow but fast on other devices

I recently reformatted my ssd so I can get a clean install of windows 7 because I got the blue screen loop with windows 10. After the installation completed, I popped in the as rock Z97 driver disc and installed the Intel LAN driver. I made sure it was for windows 7 64 bit. After that, I went to download the audio driver which then I noticed that the connection was extremely slow. I haven't experienced this when I was using windows 10 on the same PC. As a comparison, I got an average of 20mbps down, and 6mbps up on my PC on Ethernet before the reformat. I get around 16mbps down and 2.5 Mbps up. Now after the installing windows 7, I get 0.99 Mbps down and 0.22 Mbps up with 1000 ping.

I5 4690k
As rock z97 anniversary
8gb hyper x
msi r9 380 4g

If you loaded the driver from disc, it's probably outdated. Try loading the driver from Asrock's website. If that doesn't help, try downloading the driver from Intel's website. Other possibilities:
1) Malware on your PC is eating up bandwidth on your PC. Run a scan with Malware Bytes.
2) Someone else on your network is using up bandwidth.
3) You have a problem with your internet connection that coincidentally happened in conjunction with your reformat. Rare, but it happens.
4) Windows update is downloading hundreds of updates in the background.
5) Try a different ethernet cable. They do go bad.
