Ethernet ports provide no internet

Currently I have fios issues
Wi-Fi works great
But my house was built ran with cat5 cables to phone jacks we replaced jacks with cat5 jacks
The router is in my closet where all the cat5 cables are I have added rj45 to all lines using diagram the same diagram was used for wall jack thinking if both are set on b they would work....when plugged in I get no light on my router saying anything is plugged in.
I have directly plugged in my laptop to router works fine I've used same cable to test each room....still no internet am I doomed please help

How sure are you that the cat 5 doesn't run to the basement first? I've never seen it run as telephone line and not go to a distribution panel in the basement
