Question Ethernet speed locked at 10 Mbit/s

So i've been having this problem ever since i build my pc two years ago and i've never been able to find any solution.
My ethernet speed seems hard locked at 10Mbit while i should be getting around 30 from my ISP.
i tried a ton of diffrent speedtest including steam. They all report the same speed.
The thing is, it only happens on the one ethernet port that runs to my room.
I've tried connectin my Laptop to the same port (same cable and everything) and i get the full speed im supposed to get.
Same thing when i go outside and plug my Pc directly into the router.
I even bought a PCIe ethernet card but that didnt solve anything.
Also i updated all my drivers through the device manager.
I recently even reset my Pc but that didnt help either.
I'm pretty much at a loss everytime i try to find a solution.

Motherboard: Asus Prime H270 Pro
CPU: i5 7600K 3.8 Ghz
Ram: 2x16Gb DDR4-2400
Graphicscard: ASUS ROG Strix GeForce GTX 1060
Bootdrive: Samsung 250Gb SSD
Drive: 4TB Hard drive
OS: Windows 10 Pro 64Bit

Didnt change anything except the PCIe card doesnt even get an internet connection (something about IP adress not beeing configured).
Kinda managed to bypass the problem now by drilling a hole in the wall and running the ethernet cable to a diffrent wall plug that just recently got vaccant.
