Euro truck simulator 2 low framerate

So I have a legal copy of ets2 and play mostly multiplayer (no mods), and have about 20fps even though my cpu and gpu and ram isnt fully used. Why can't I have more fps??

what are your GAME settings?
your cpu is quite low
