Even after it all my computer still won't turn on (Help!)

I recently had a power surge, and I replaced the powersupply and motherboard (same models so I won't have to re do drivers) and yet my computer still won't turn on, the devices plugged into the computer are on but no lights or fans will even budge or blink, I think I'm putting in my front panel connectors in wrong, but other than that I don't know what the problem could be...the socket I use works fine with my monitor and anything else.

I have tested my monitor in the same socket and plugged it into my graphics card but I ha e never tried turning on my computer then turning on my monitor

My build is:

Cpu : I7 4690

Motherboard: asrock H97 Pro 4

Gpu: EVGA GTX 960 ssc

Psu: EVGA 600w bronze power supply (formerly 500w

Hardrive: Western Digital blue 1TB Harddrive

I still think I'm putting everything in correctly I'm not sure why it just won't turn on, these are brand new parts, please do reply I need help.
