Question EVENT ID: 10016 PC video and sound stutters temporarily....

Asrock Z390 Extreme 4
Corsair Vengeance LPX 16GB (2x8) DDR4 3000MHz C15 XMP
Gigabyte RTX2070
Samasung 970 Pro NVMe M.2
+ three ssd's

I have just built my second PC with the above specs. I keep getting a recurring error. This only happens when watching online streaming videos and playing games.
The PC video or game visuals and sound seems to stutter/freeze for about five seconds and then continues as normal. As it is a new build I am not sure if it is Windows 10 or the hardware I have installed.

Below is what is in the event viewer but nothing is shown in the minidump...

Has anyone else had an issue like this, please help????
