Question Event ID: 41 Task category (63) - pc power out and restart loop

Hello,

My pc having the next issues:

-Shutting down unexpectedly, without warning, just straight power off - like the power cable was taken out.

• fast restart loops where the windows screen doesnt showing - just fans starting then immediately power out.
• after some restarts or sudden shut down, the pc can be unresponsive to the power button - doesnt turn on at all - no power at all.
• the pc can turn itself on after it was shut down, manually or by sudden shutdown.

what i tried to fix it;

Scan the hard drive;
Scan the ram;
Replace PSU;
replace power cable;
Scan for viruses and malware;
Unplugged anything but the power cable;
Bios reset;
I saw in the event logs some of the shutdowns are recorded as event 41 (63)
It can shut down when its in sleep mode, while idle, gaming.
Tried to run stress tests, no correlation to the shut downs.
what should i do?

Code 41 just refers to the system losing power unexpectedly. Doesn't tell us much.

i have gpu - gtx geforce 1060 6gb.
new psu: vp 700p plus.
cpu: intel core i7-4770 3.4ghz
motherboard: 2af3 Hewlett-Packard

yeah didnt work, also tried connected to ADVICE voltage stablizer
