Event Viewer states:
"The system has rebooted without cleanly shutting down first. This error could be caused if the system stopped responding, crashed, or lost power unexpectedly."

I have researched this thoroughly and done everything that the advice has said, and the problem has kept going on. This is on Windows 10 Home 64bit.

I have pretty good CPU fan, Phanteks Ph-TC14PE-BK, and all my components in my PC stay pretty cool. I have tried turning all my OCs down and no difference, I still have this problem.

You are narrowing it down to the power supply or the wall socket. Is any other appliance or light in the house flickering? What is the power rating of the power supply? ( I had a problem I could not solve similar to your problem - then it turned out I was hitting the power plug with my feet when I was battling hordes of orcs. )

My house electricity is stable and always has been, my psu is a tier 1 - EVGA SuperNOVA 650 G1, 80+ GOLD 650W, Fully Modular so I though it would be pretty reliable. I have ready somewhere that resetting the CMOS maybe work, but I don't know how to.

I think I had this problem on my old PSU I've had the problem that long, but now that I think of it I have always plugged my pc into a power socket extender, maybe Ill try plugging it straight into the wall.
