Can you please try running the program in Compatibility Mode?
To do so, right-click the installed .exe file, go to Properties, go to the Compatibility tab, check the Run this program in compatibility mode for box, choose Windows 7 and try executing the file.

It's entirely possible that a Windows 10 update messed with the way FRAPS hooks into DirectX, since all that's really happening under the hood here is FRAPS hooking the game and dumping frames completely raw to a video file. If FRAPS can't properly intercept the raw frame data, there'll be no video output.
