Every game runs the same, no matter the settings

As the title already says, every game runs the same. It doesn't matter if I play Battlefield 1 or Minecraft. I always have about 30-40 fps with lags and stutters, no matter the in-game settings. Also games like league of legends which even my old PC handled better now runs on the same 30-40 fps with lags and so on. I also noticed that most lags and stutters were apparent when I looked at effects (like bombs exploding and such) or when i looked at big citys and players. There were also random stutters and lags though.

If you need to know anything more, ask me. And i'm sorry for any mistakes (not native english)

NVIDIA GeForce GTX 950
AMD FX(tm)-6300 Six-Core Prozessor
8 GB Ram
Windows 10 Pro (64-Bit)

not totally sure but i know V-SYNC sometimes limits fps to 60... try turning that off

I always turn it off due to Input lag and general FPS decrease. That's not it.

Cleaned out my PC and reapplied CPU paste. Fixed it
