[SOLVED] Every New CPU I buy gets really hot

I bought an AMD A8 7680 to upgrade my A4 6300. I even posted a question here on why I'm not having a display upon upgrading. Was able to fix it and get my computer to work. After my pc was fixed I wasn't using it after I got it to work. Now that I used it, it slowly get hot. Even if I'm just browsing or even just idle on my desktop. This also happened to the Athlon 870k that I bought. It takes about an hour for bought CPU to reach 70+ celcius and if I try to use it'll keep increasing until my pc just shuts down from the high temperature. But when I use my old AMD A4 6300 my temps are fine. Am I doing something wrong?
Specs:
MOBO: GIGABYTE F2A68HM-S1 (rev 1.1)
CPU: AMD A8 7680 or ATHLON 870K
RAM: 8 gigs of RAM (4X2)
PSU: 700W GENERIC PSU
CPU COOLER: DEEP COOL ICE EDGE MINI FS 2.0
THERMAL PASTE USED: DEEP COOL Z3

Your cooler is small yes, lightweight yes, but even so the A8 cpu you got is only a 45 Watts CPU, is not ideal but it shouldnt be that bad either.

Some questions:
Whats your case brand and model?
How many case fans does it have installed?
Do you have the CPU cooler installed so it shoot the hot air to the back of the case?
Is there a fan on the back of the case to extract the hot air from the cpu cooler out (something like this: https://i.ytimg.com/vi/HsmCfdonYlw/maxresdefault.jpg)?
Also can you get a better thermal paste, clean the cpu and cooler and try again? The Z3 is not horrible but there are way better thermal compunds out there, atleast a Z5, or even better Arctic Cooling MX4.
Do you clean with isopropyl alcohol the CPU...
How are you applying the thermal paste?

Are you sure that the thermal paste being used is real and not counterfeit?

Have you verified that the cooler and all fans are indeed working?

Take a closer look at the installation instructions for CPU and cooler. Ensure that you are indeed doing all steps and doing each step correctly.

Look in Task Manager and Resource Monitor to determine what is running and grabbing CPU resources. Could be a buggy app.
 
The fact that you have a generic PSU that is stated to deliver 700W is not comforting. The cooler you're working with isn't that good either. What are your room's ambient air temps? You also need to check and see which BIOS version you're on for your motherboard.

Can you see how hot the VRM area is on your motherboard when the system does shut off on it's own?

You will have to change that PSU, first of all.

Okay, I borrowed my brother PSU a while ago which is a Corsair CV 550 Series 80+ but nothing changed. Right now it's a little bit cold, around 24 degrees celcius. The VRM on the mobo is hot but I can still touch it for a while. But even if my cpu cooler is not that good it's still weird that it reach 70+ temps with me doing nothing. I have also cleaned my case earlier

What is your temperature at idle?
I would hope to see 10-15c. over ambient if your cooler is mounted well.
A common error in mounting is to get the cooler on unevenly.
A second error is to use too much paste. The closer you can get to metal to metal contact the better.

What is the make/model of your case?
Any cooler needs sufficient fresh air to let it do its job.
Take the case covers off and direct a fan at the innards.
If this helps much, look at case cooling solutions.
