It will power on, power off, and restart normally but the only way to get it to post between each start is to unplug it and plug it back in first. Why?
That is often an issue with the power supply. You can try doing a BIOS reset also, unplug system from wall power, remove the CMOS battery from the motherboard, hold in the power button for about 15 seconds, plug things back in and see if it works. You will likely need to go into BIOS and set the time and maybe your default boot devices back.
