[SOLVED] Every two times I turn on my PC it becames Stuttering/Crackling

Hi everyone,

This is my set up:
MSI B450-A Pro Max
Asus GeForce GTX 1650 Dual 4GB OC
3.5" Western Digital Blue 2TB 5400RPM 64MB SATA III
SSD M.2 2280 Samsung 970 Evo Plus 500GB MLC V-NAND NVMe
Corsair CX650M Semi Modular CP-9020103-EU
ATX Phanteks Eclipse P300 Tempered Glass
AMD Ryzen 5 3600X Hexa-Core 3.8GHz c/ Turbo 4.4GHz
RAM G.SKILL Trident Z RGB (For AMD) 16GB (2x8GB) DDR4-3200MHz CL16


I'm having a very weird and annoying issue with my PC.
Every second time I turn on my PC, it becomes laggy and the sound is stuttering/crackling and won't turn off or restart, have to use the power button to do it.
I call this a weird issue because when turn on the PC again (after having to turn it off by the power button) it runs perfectly and without any issues and I can turn it off without any problems. But if turn on again, it will become laggy and stuttery and enable to turn off again. Its a cycle...

Can you guys help me with this?

unplug the hhd from system and psu and try boot with ssd only in as drive .

Do you know any similar theard so i can follow up?
This seems like a very odd issue because it's seem progammed to boot well after I have to trun it off with the power button...
