Everything randomly stops loading, then loads instantly

The following things will randomly stop loading (all at once):
- Webpages (it acts like it isn't connected, the spinning circle keeps going)
- Windows Explorer (folders/files wont open)
- Any additional processes or applications (eg., task manager)

This lasts about 30 seconds. Afterwards, everything that was previously loading will come up super fast.

Something to note. I can still right-click on the task bar and click on Task Manager. It will load up with the other applications. When it does load, the disk is typically at 100% usage (even with plentiful virtual memory). The UI responds, such as when I drag my mouse to the corner, but it will not disappear. Clicking an option such as control panel will show that I clicked it, but then that UI will freeze.

I have swapped CPUs, GPUs, and HDDs (now using a SSD). I have installed Windows numerous times. Any help?

Im gonna go threw a typical list of issues I encounter working on PC with a similar issues.

*Make sure there is no virus or malware or any unwanted programs running or tring to load during which the system freezes since you can bring up taskmanager, look to see which process is eating up CPU/RAM or HDD. You can run Malwarebytes (its free) and scan the entire system. And run Kaspersky Free Virue Removal Tool, and TDSSKiller (all free, and does not install over your current anti virus).

*Check Temperatures, You did not give us any system information, so I can't give you a good temp margin, If you temps are to much, the system could throttle and cause slow responses.

*I seen PSU's do this as well, usually from the 12v rail not supplying smooth power. Try another PSU if available.

*Replace your sata cables, I never came crossed a bad sata cable, but it could be possible.

*Update your bios! this can be a problem if the board does not like a piece of hardware. This could cause your SSD to act all strange.

*Motherboard/RAM I seen far to many sticks of RAM cause all sorts of problems if they are failing or not compatible with the motherboard, try 1 stick of ram at a time and see if you have problems.

This is just a list I would go threw on a system if I had to repair 1 with the same issue. If its software related, I would try to re install your video drivers and to a good cleaning to the OS. Also disable everything from start up and see if the problem is still there. If all else fails, I would swap out motherboards if you can.
 
Solution
This was on a fresh install, so no viruses. My temperatures are all normal. My BIOS is updated. Drivers up to date. I've used different SATA cables. PSU is an option, i've used multiple ones but dont remember if the issue still existed.

After the first couple days it seems to have went away though. I have no clue why and still don't understand what causes it, but i'm a happy camper for now. My guess is because I had to use an illegitimate copy of Windows until I can save up enough after getting the SSD. Thanks for your post though.
