Question Everything turns off for a second and turns back on?

Just recently this has happened. When I'm using my PC there will be moments where everything will shut off for a millisecond and turn back on. For example, my mouse would constantly freeze. Also when I use discord video call my mic will not work until I switch it to a different mic and back. my webcam will also start lagging extremely because of it shutting off and on. It's just extremely annoying playing games and all of sudden my mouse just freezes shooting in place.
