Everything turns robotic, pc lags spans from 1-15 seconds

Like title says it just started happening randomly like..yesterday and its continueing, i would be talking to someone and it would go all robotic and i lose them, then my whole pc would stop responding for a period and then it comes back. Would it be a ram stick?

need more info. Talking to someone how? skype? please list full pc specs and exactly what your doing when the problem occurs.

Here are my parts:
Amd 8350
r9 270x
8gb ballistX ram
500 watt power supply

It happens frequently when im doing anything i talk to people in various games such as csgo, and teamspeak. Everything turns robotic and break completely anything they try to say is long gone before i can make anything of it and my pc is noticably slower in the process as if something is sucking up resources for a bit then calms down im not sure what could be faulty it isnt a virus its a fresh copy of windows i have nothing installed but malwarebytes
