Everything's broken - nothing launches

So I can't launch any new installed programs, system restore doesn't work, can someone help me urgently?

Did this start happening after anything specific you can remember? Did you check for a virus? Or did you have a virus that got cleaned out?

Any program does not start or just new ones? Are they legal setups or hacked from a torrent download? Any error messages? Exactly what happens when things don't work?
