So I have an issue: Playing Warframe (issue also goes to other titles that I play) most of the time its capped at 60 fps (which is cool) but there are times when the frame rate jumps to 144 (love it when this happens you can tell the difference) so I wanna keep it at the 144 fps. Ive tried overclocking the GPU and all I get is frozen screen or I do get a stable overclock and it doesn't move the FPS (stuck at 60 fps). in game settings are 144hz and Nvidia control panel is also set to 144hz. Should I overclock the CPU to see if it might be a bottle neck issue or the programs that I have running?(see below) .... well at this point I am not sure what the issue is

computer :
AMD 1700x
MSI B350 KRAIT GAMING MOBO
EVGA 1070 SC
AOC G2590FX 144HZ (G-SYNC COMPATIBLE) DP CONNECTED

programs while playing:
steam
evga precision X1
NZXT CAM
dual monitor software

Solution
Depends of windows build, in my case is windows 7, if you run 10, google it.

Go to :> Screen resolution > Advanced settings > and select Monitor, now select the highest REFRESH RATE for all of your screens.

if the above don't help, check your graphics card control panel, and see if Vsync is disabled, if not disable it.

Also: check if game video settings aren't set to match your vSync or is set to vsync and set refresh rate from in game to highest.
No, stop overclocking stuff to try to fix it. That's not the issue. It must be something else.

Ensure vsync is disabled in-game and in Nvidia Control Panel.

Ensure Windows Display - Display Adapter Properties - Monitor is set to 144Hz.

dual monitor software... that could be causing an issue. What software is it?

dual monitor software: Display Fusion
FYI: running a dual monitor setup, 2 different monitors. 1st monitor (LG) (dvi) for whatever usage monitor thermals (cpu, gpu, ram usage etc..., streaming content to view chatting, watch youtube). 2nd monitor (dp) is for gaming (AOC)

Disable your second monitor (unplug cable) and run the game on your AOC monitor - what do you get?

When running two monitors check the game isn't running in Windowed mode (sometimes does this automatically - I have found)
