Question evga 1070 sc not boosting in games or when stuck on desktop

HI i have a evga 1070 and for ages now its all ways been round the 2000 MHz mark , i have nvidia control panel set in power management mode to Prefer max performance see below

now all of a sudden and i dont know why my gpu just sits at 1594MHZ and does not go past it anymore , if i run a benchmark with say msi afterburner it then jumps to 2037 but anygames i try nothing no boost at all and i know i was hitting 2kMHz before , could anyone help with this problem please.
P.s i have used DDU and in safe mode and reinstalled but seems to make no difference .

ok so i have done a test .....less then 60fps it dont boost , but when the fps is in the 100+ its boosts , that makes no scene at all , why would it not boost on a lover fps , to make the fps higher
