evga 1070 slows windows 7 boot, evga drivers only installed

Asus z170 pro gamer MB, when I install EVGA 1070, drivers and physx only (no NVidia experience ,ect) Windows 7 boot time slows down. With the evga 960 in the system boots in 5 seconds after the windows loading starts. with the 1070 installed boot time is 30 seconds. The problem follows the 1070 card. any thoughts.

Did you do a clean install of drivers with each? What PSU? Have latest BIOS and mobo drivers?

yes I did a clean install of the video drivers. PSU is corsair 850w gold. I have the latest ASUS bios and MB drivers installed.

I can swap the video card between the 960 ftw and the 1070. Boot time with the 960 is 6-7 seconds, for the 1070 it is 32-35 seconds.
