Evga 280mm AIO cooler loud fans?

"Loud" is relative to what you consider loud. When they are full speed yes they are loud. Even at 50% speed I'm sure you can hear it. Have you checked the fan speed? EVGA appears to have driver software for their Closed Loop Coolers. https://www.evga.com/support/download/

yeah i have them all the way down in the software and i can still hear them and its kinda annoying is there any fans that are quite that are worth swapping them out for?

like even when i have music on and talking to friends i can still hear it when its at like 1150 rpms

I don't know. Not all fans are meant for radiators. I did notice when I got my Kraken X62 it was louder than I anticipated. It's not exactly silent.
