So i have a 430 watt powersupply by evga and i was wondering whether or not it could handle the RX-480 i have a AMD FX-4300 as my processor

You are cutting it very close. What is the PSU rated? (Bronze, Gold, etc..)

A gold rated 500w would probably be minimum, maybe 550w. Use this tool:

Efficiency rating means absolutely nothing.
If the PSU can deliver all of its 430W on the 12V rail it will work.
The Rx480 uses 150W, the CPU 95W.
Adding all the other parts you won't use more than 350-380W even under heaviest loads. Although that's without overclocking.

Additionally the EVGA 430W is a very very low grade unit. If you can find 50$ for a Seasonic / XFX Pro/Core/TS Gold / Super Flower or Corsair CX450M/550M (the others are crap) I strongly recommend it.
