A 450W power supply should be enough, but that's not a great quality unit... it's based on a pretty old design.
I'd recommend going with a Corsair CX450M.
If you're buying from US the Seasonic Focus 550 it's a great deal for 50$ and a rock solid unit.

that psu is decent and enough, but I will suggest buying 550+ for new builts in case you need to upgrade to a beefier gpu in the future.

From EVGA, it's max power output is rated at 30C. That doesn't sound so promising to me.

I agree, but OP didn't say if he is going to buy new or this is a used unit. If buying new, I am going to suggest something different.
