A 450W power supply should be enough, but that's not a great quality unit... it's based on a pretty old design.
I'd recommend going with a Corsair CX450M.
If you're buying from US the Seasonic Focus 550 it's a great deal for 50$ and a rock solid unit.
that psu is decent and enough, but I will suggest buying 550+ for new builts in case you need to upgrade to a beefier gpu in the future.
Budget and country?
Can you list the whole rig specs and prices?

Yes, but review shows it is decent for the price and no major hiccups: https://www.tomshardware.com/reviews/evga-450-bt-value-psu,5605.html

From EVGA, it's max power output is rated at 30C. That doesn't sound so promising to me.

I agree, but OP didn't say if he is going to buy new or this is a used unit. If buying new, I am going to suggest something different.
Well, running a build for so long will require a more reliable unit.... Going with the Seasonic unit I posted above will ensure that + will give you more headroom for future upgrades along the way.
