Question EVGA 600W 80Plus Bronze Certified (100-B1-0600-KR) fan not spinning

my desktop computer won't boot with no signal to the monitor. I noticed that the power supply fan was not spinning at startup. The lights on the motherboard come on and the cpu fan spins. Does this model have a feature that the fan spins only at a certain temperature or is the power supply faulty.

m2 samsung ssd
noctua cpu fan
16 gb gskill memory ddr4


the lights on the motherboard come on
the cpu fan spins
no output to monitor
