EVGA 750B power supply not turning on

Hello. I just bought all the components I need for a new computer. Going to build it. I bought an MSI military grade 4 motherboard, Intel i5 cpu with stock cooler, Two HyperX 4-4 (8GB) of ram, EVGA Nvidia GTX960, and an EVGA NEX750B bronze certified power supply. I have the 24 pin connector hooked into the 24 slot on the motherboard, the two 4 pin cpu connectors into the 8 cpu slots, and the 8 VGA connectors into the GTX slot. I powered on the power supply, but the fan does not run. and there's no noise. I have tried hooking up my monitor to everything, but nothing shows up. I pressed a mechanical button on the Motherboard but nothing happens. I took a screw driver and connected the two prongs on the bottom to short circuit the board on. Nothing. What could be wrong? Is my power supply Dead on Arrival? Thanks. (Also, the build is an external. I haven't built anything inside my case yet. Just doing a test boot.)
 
The tester is the packaged 24 slot component with no pins in it, right? Then yes, I have that. The power switch on the PSU was turned to on, on multiple occasions. No fan working, or anything. How do I use the tester?
 
Alright, I used the tester, and the fan works. I guess it's not totally defective then right? So how can I get it to work when I plug everything into the motherboard and card? Thanks for the help so far as well.
 
That's what I'm doing. Building it outside the case first. So the test worked, but the power supply is not putting out full power? Does this mean I should send it back and get another one?
