EVGA 9600 GT 512MB Fan Issue

The fan on this graphics card is very loud. It keeps my girlfriend awake at night from across the room. It's especially loud when I turn my computer on. It used to quiet down when the computer was in sleep mode, but after installing windows 7 it is just loud 100% of the time. I know that people have had similar problems with card but not sure how to resolve issue. My card's 1-year warranty just ran out.

I have latest driver installed, but also have tried using the original driver. Also tried using NVIDIA control panel & RivaTuner to adjust the fan speed, but neither utility did anything.
