EVGA 970 SSC always getting below 60 in h1z1

I have had my 970 since Christmas and have been experiencing very bad fps even after following every guide... I have wiped my pc 2x and have always installed the latest drivers. I can not wrap my head around the problem. Every game I play I get strange performance... In h1z1 just survive I usually get 30 in the towns that have no bases around: around bases I can get 14 fps.. I have my settings on lowest and this is still the case. Please help!

do you monitor cpu temps while gaming?

also do you have the mobo bios up to date?
