EVGA Eco Mode Always OFF

So i have the evga 650 gs with eco mode. When I turn it on, the fan still keeps spinning, even though eco mode is supposed to make it stop spinning. Even at idle I can hear the fan spin, why? Specs are
i5 2500k at 4.4ghz
HD 7950
Asus P8P67
8GB Crucial Ballistix Sport
120GB ADATA SSD
1TB WD BLUE
EVGA GS 650W PSU
Hyper 212 Evo cooler

Apparently it's getting warm in the power supply. ECO mode holds the fan still until temperatures in the PSU reach 40C. So, it's getting warm inside the power supply for some reason. Either load from overclocked CPU and GPU or maybe you need better air circulation in the case. Is the PSU using inside air from the case or drawing fresh outside air through vents next to the PSU fan?

The case is a Enthoo Pro M and the PSU is in it's own chamber and the cable management is pretty clean so it might be the load, I might get a 750w psu to counter that
