Question Evga geforce gtx 1060 6gb ssc gaming acx 3.0

hello everyone i just got my new pc and it has evga gtx 1060 6gb and when i run it on csgo i only get 60-150fps on all low settings and the PC is completely new ive been using it only for not a full month, and my cpu is i5-6500 3.2ghz boost 3.6ghz (shouldnt be a bottleneck) and i watched youtube and people get average about on csgo over 400Fps+ ? can anyone help me out
 
cpu/gpu temp and usage during the game?
ram/ssd usage?
monitor connect to the gpu?
brand and model of the psu?
btw little mistake from me, the cpu can boost up to 3.7ghz and the the monitor is connected to the gpu with a hdmi cable (soon getting dvi-d dual-link) monitor is BenQ xl2411z
And cpu usage 85%-99% 2.40ghz - 3.35ghz (temp: goes around 40degrees celsius)
Ssd usage 5%-11%
and i have 16gb ram and its using 8,9gb-9,0gb (57%)
Gpu usage 17% 55 degrees celsius
and psu: Zalman Acrux 1000W Platinum
 
high cpu usage.
malware scan the system?
what else it is running?
Okay,
when i got the Pc brand new, i downloaded ARK:survival evolved on it, put it on high settings and averaged about 50-60fps depends on the location your in and medium settings ran around 90fps to 100fps

Also played minecraft with shaders with friends fps averaged about 60fps 70fps

Your CPU is a HUGE bottleneck. Where did you get the idea that it isn't? Video cards have advanced so much that a CPU as powerful as the R9-10900K will bottleneck a "lowly" RX 6600 at 1080p.

Your CPU isn't capable of 400+FPS in CS:GO so it doesn't matter what your video card can do. The i5-6500 wasn't even that interesting when it was new (nobody has reviewed it. RadomGamingInHD only managed 175FPS in COD:MW (OLD GAME) and only 105FPS in Battlefield V. That's where your performance bottleneck is.

Oooooh, thank you so much... anyways i factory reseted my pc again (pretty dumb idea but i managed to get around 140-200fps now)
