OK, so I guess I was a day late but I swear I watched all the sites and they never changed the reminder notice. Anyway, since I cant purchase a EVGA GeForce GTX 1080 Ti SC2 HYBRID GAMING , which is P/N: 11G-P4-6598-KR, could I not just purchase a EVGA GeForce GTX 1080 Ti FOUNDERS EDITION GAMING, having this P/N: 11G-P4-6390 , and one of these seperately: EVGA GTX Ti FE HYBRID Waterblock Cooler P/N: 400-HY-5388-B1

Theoretically you could, you would just have to remove the blower style heatsink and then install the water block on the pcb.
You just need like extra thermal paste, and to just not break anything

If EVGA would have a product like this, then it would surely just be compatible with it. Honestly I would say it's kind of a risk, as if you screwed anything up you probably wouldn't get a refund or be able to warrant the card. I personally wouldn't trust myself with a task like this tho...
