EVGA GTX 1060 sc 3GB fan speed

Like you can see on the screenshot i want to ask if this is normal 10% fanspeed on 63 degrees

Yes, by default the GTX 10 series cards' fan doesn't come on until it reaches (between 60-65C). You can use a third-party program to control the fan speed manually or set a custom fan curve.

forgot to mention that this temperature is on idle nothing is runing on the PC

I was using MSI Afterburner but idk why its cause pc freeze during diablo 3 play, and i can't restart or shut it down by holding the power button. The only thing i can do is to unplug it from the power grid
