EVGA GTX 1070 SC idle temps are too high ?

Just today i decided to OC my GPU ( first time ever ) and i noticed something abnormal, my idle temps hover at 62C. Isn't this a bit too hot ? Below i have a link to a screenshot of my current OC and my status while idling. And if i am correct and nothing has changed, my temps under load are around 70-75c in Unigine Valley. I am concerned as to if these temps are normal or too high ?

Intel i5 4690k ( 3.5 Ghz )
Kingston HyperX FURY 16 GB Ram 1866 Mhz
1 TB 7200 RPM HDD
500W 80+ Bronze EVGA Power Supply
Asus Z97-Pro Gamer
NZXT S340 Black
Hyper 212 EVO


 

I only have 4 programs running at the moment, Google Chrome ( 1 Tab ), Steam, CPUID HWMonitor, and EVGA Precision
 
Normal. Too hot would be like 83c+ even then that isn't too high just a bit high than it should be. With your idle your fans aren't running correct? If so that might be why but even then the idle temperature should be in the 40s.
 


I believe some websites/chrome and Steam will use your gpu.
 


My fans are running at the moment around 190-205 RPM with a 62C idle.
