evga gtx 560 ti. can i remove the plastic heatsink cover to reduce temps?

the plastic cover easily can be removed and my case has good air flow so my question is wether it is safe to run the card without it? my card gets hot under full load 84C and starts throttling.

I wouldnt remove it, my guess is it would probably increse the temps, the covers are made so the air flow inside is optimize to cool the card, 84ºc is "should be dead" temps, clean everything up, change termal paste and check if maybe the PSU is working correctly.
