EVGA GTX 760 GPU buzzes slightly and stutters when not

My month old EVGA GTX 760 buzzes very quietly when it's working, but stutters every second and a half to every three seconds. It will go bzz bzz bzz bzz bzz bzz, the bzz' s being about a second and a half long, and in between it will pause for a couple milliseconds, noticeable in games (suicide in FPS's). I used Heaven Benchmark 4.0 and turned everything off (vsync, tesselation, etc) and it still does it. I installed a new motherboard and CPU yesterday. Before I did it didn't seem to have the issue. What I've done:

Ran diagnostics using DPC latency tool and windows performance tools. I reinstalled the drivers, then installed a fresh set using clean install option in nVidia's installer (xperf had found that the previous install of the driver was causing problems, but after the clean install that went away). I thought it might be the new processor, so I've done a fair amount of tweaking with the OC options, but this was before I noticed the GPU buzzing. I also reinstalled Windows (7 64bit, because who likes 8 anyway?).

My rig:
Raid 0 OCZ 60GB SSDs (c:\windows)
AMD FX 8350 Black Edition 8core clocked at stock 4ghz
MSI 970A-G46 2.0 motherboard
2 4gb DDR3 1600 G.Skill Ripjaw series
650w Antec PS
2tb WD Green HDD
EVGA GeForce GTX 760 2048mb nvlddmkm 9.18.13.3221 (ForceWare 332.21)

I'm at my rope's end. I really would rather not send my card back, because it was a Christmas present and that will be a huge hassle. But I gotta get this working. Thanks in advance for the help.

Buzzing you're noticing is physical and the effects of that can be experienced while operating the system, so, i don't see any other option but to replace the card asap. RMA it and get a new one.

Dud cards aren't that uncommon. We all know it's a hassle, but Kratos47 has it right. Send the thing back. Make sure you get the manufacturer on the phone and explain to them that you'd like a new card. They can speed up the replacement process through identifiers on the postal systems network (most times).
