EVGA GTX 760: Is this normal?

Notice the GPU usage percentage fluctuates from 0% to 20-40% like many speedbumps. Happens on startup when I'm staring at the desktop. No games are running, only Steam and MSI Afterburner. Currently on driver 372.54. I was on a 368.XX last night and I updated it. It went away for the night, but since starting it again up it came back. At times it comes to rest, but for the most part it stays like that. I don't notice anything that might hinder my performance in gaming so far, but it does have me worrying. Is something wrong?

no, its just the card adjusting the core speed/memory steed according to the load.
this will keep the card cooler and help the system to be less power hunger.
if the card stays always at 100% the speeds of the core and memory, you will only see like 0 to 2% usage all the time on desktop/web browsing

So everything is ok? Hm, I really don't remember seeing it do that before, but I your explanation makes sense.

the driver is what controls the gpu, so new driver new features/corrections
