I am looking to upgrade my EVGA GTX 750 TI SC to EVGA GTX 960 SSC but I only have an EVGA 400w psu.

My specs:
AMD Ryzen 5 1400 @3.75ghz (I can go back to base clock speeds if I have to)
2 x 8 gb 3000mhz ram
Asrock B450m Pro 4
Deepcool cpu cooler
4 case fans
ssd and 7200rpm hdd

Will I be able to get a EVGA GTX 960 SSC?

If your GTX 960 is the one with a single 6-pin header, you'll be fine. One exception... which Evga 40oW do you have?
Yes it is. Don't mind me asking. What is the difference between 6 and 8 pin. I know they're would probably be a larger power output, but whats the main reason?

You mean on the PSU? To keep cheap PSUs from trying to power the 150W loads of more demanding cards. The extra 2 wires are only case grounds for stability and signal, but the wire size should be heavier guage on proper PSUs.

It is a EVGA 400W cetified psu. Not sure about which model. Also read the card tops out at 140W but evga says 120w. I also saw a picture and the card has 8 pins for the psu wiring.

Is it the low end N1? Look at the nameplate. If the +12V rail is only rated for 30A/360W, you'll be OK, but I would not OC anything.

You're still good. But OC'ing may be too much for the PSU. It doesn't have a strong +12V rail. But for stock CPU/GPU gaming it should be fine.
Okay thank you so much for the help, I really appreciate it! 1 last question. Do you know any software that will indicate how much wattage my PC is using?
