EVGA GTX 960 underperforming

according to the internet (multiple sources) the GTX 960 should be able to run my current favorite game Battlefield 4 at ultra settings at 50-80 fps. For some reason I am getting less than 60 fps on the lowest quality with updated Nvidia drivers.

My build is:
corsair 850 watt power supply
AsRock X99 extreme4 mother board
intel i7 six core processor
EVGA GTX 960 2gb
samsung EVO 850gb ssd

Can anyone point me in the right direction?

Update:
I ran EVGA OC Scanner and got 60fps avg, compared to others that got 250 on avrg with the same GPU.

Update #2:
I seemed to have fixed the problem by switching my GTX 960 to the PCI 2 slot. I am now getting roughly 60 fps on ultra, although I prefer to play on medium in order to get 80+ frames.
 



nah dude. I googled it and although the 960 runs worse than the 970, it still can run ultra at 1080p fairly ok, or at least not barely run lowest settings.

And looking at your comments of low quality not being over 60, it's more likely a CPU issue. Double check your CPU to make sure that is living up, maybe it's throttling.
 


I watched 2 youtube videos that had a 65 fps average for bf4 1080p ultra, but spread sheet benchmarks do indeed say that it is between 40 and 50 avg fps. Even with 40- 50 ultra 1080p fps, the fact that my GTX 960 gets 50- 60fps on the lowest settings is a little suspect.
