Evga gtx 970 card fps issue

I'm having problems with my fps on all games, using my gtx 970. I used to be able to run at 60 fps, now I'm running between 20 to 28 fps.

I've checked the temperatures on both the CPU and the GPU. The CPU is running at 33-36C on idle and run time with the game on. And the GPUs temp runs at the 46C max while running.

I have checked to see if I have malware, using malwarebyte, and got rid of all malware.

I do have background programs running, but my ram is using about 22-26% of RAM. So I don't know if that's a problem.

My Specs are:
-MSI Z97A gaming motherboard
-i7 4790k
-Corsair overclock cooling system
-EVGA gtx 970 4gb
-Corsair 16GB DDR3

Are you running overclocked? Maybe you didn't get rid of all malware and need a fresh install. It may not be for you so it's just a suggestion.
