EVGA GTX 970 FTW Problem

Hello, I have just recently upgraded from an EVGA GTX 750Ti to an EVGA GTX 970 FTW w/ ACX 2.0 cooler. And I seem to have lower performance than usual and microstuttering in almost all games I play. At first I thought it was because I had a 500w PSU, but I have since upgraded to a Corsair CX750w and this issue still persists. And in some games, its almost like the GPU isn't ready for the game, and the clocks and usage are very low right up to the point where the game loads in, then theres a huge stutter for a few seconds, and performance goes back up. And I also get pretty bad coil whine and the coil whine sound cuts out every time is stutters. I also have scanlines in my monitor when playing a game. I have eliminated my PSU as the issue. I am stumped on what this could be, did I get a crap card? should I RMA with EVGA? By the way, ive basically taken a Dell Inspiron 660 w/ Windows 8 and im turning it into a gaming rig. Also, do you think its bottlenecking? ive heard that the i5-3340 shouldn't bottleneck a 970, but ive also heard it does. Please help me with this issue since this is about 370$ ive spent and I need some confirmation on whether this is an issue with my hardware or the card. (P.S. This also has nothing to do with the 3.5GB VRAM scandal, none of these games ive played have exceeded 2.8GB of VRAM Usage.)

CPU : Intel Core i5-3340 @ 3.10GHz
GPU : EVGA GTX 970 FTW w/ ACX 2.0
PSU : Corsair CX 750w
HDD : ST1000DM003-1CH162 1TB HDD
Monitor : Dell S2340M 1920x1080 23.1inch Monitor (I use a VGA cable with a DVI-I adapter)
 


But, it's not a bad idea to remove and reinstall the driver when upgrading a card. I have had issues before when swapping a card for a different model even when using driver that support both. I have even seen a couple instances when adding a 2nd card for SLI/Crossfire required a driver reinstall.
 
that's right . you uninstall the old cards driver and get back to Microsoft standard vga driver that's built in to windows then you remove your old card install the new one boot back to desktop and the new card should be on Microsoft slandered vga driver then you install the cards driver..

then you look at all the 970 shuddering and low performance threads here at toms

Well, I have rolled back the driver, but I have not tried to completely uninstall and then reinstall the Nvidia driver, how would one go about that? I haven't completely uninstalled the NVidia driver before.
 
Im sorry, I didn't see that in the release notes, but I rolled back the driver, then updated again (To make sure nothing got messed up in the driver installation), but I didn't do a clean install. I've just removed all my Nvidia drivers and im reinstalling the driver off the disc that came with the card. I was not aware device manager wasn't "supported", it seemed to work ok.

 
Ok I have uninstalled the 750ti drivers and made a new install of my new drivers. I noticed an increase in performance, some issues still in GTA V (but that's almost surely the game, mainly due to the mem leak that happens each time you alt tab) I will be checking other games. Will keep you posted.
