EVGA GTX 970 SC - Low Gpu Usage And Very Low FPS

First of all my specs:

CPU: Amd fx 8350 4GHZ
GPU: Evga Gtx 970 SC
RAM: Ripjaws 12GB 1333Mhz
MB: ASUS M5A97 EVO R2.0\


I PLAY on 1080P and the odd is if I switch to 2K I mean 1440P than my usage goes to 80 or sometimes 90% and I get like 10FPS more but I still get low fps for a GTX 970


I just bought my GTX970, I used the GTX 750 Ti and I am not happy with my new GPU.
I fucking payed 360Euros for this GPU, and I get very low FPS.
Here are some benchmarks my GPU vs My Friends GTX 960

GTAV:
My Gpu: ULTRA 45-60Fps
My Friends GTX 960: ULTRA 65-85Fps


World Of Tanks:
My Gpu: ULTRA 50-65FPS
My Friends GTX 960: ULTRA 55-70FPS





I MEAN WTF!?
My Gpu Is Constantly on 40-65% of usage on heavy games like Warthunder or GTAV.
And yes my FPS is bullshit. I tried deleting and reinstalling driver with DDU Software
I tried changing to Performance Mode on the NVIDIA Controll Panel.
I really want some help, PLEASE! I don't want to think that my GPU Came damaged or something like that and I am too lazy to send it back to get a new one because I think its the software that's limiting my GPU I don't think its the Hardware. PLEASE I BEG YOU HELP ME 🙁

The FX8350 can't handle a 970 , it chokes the performance.

Does your friend have the same CPU as you do?

a 8350 can handle a 970 if you overclock it to like 4.6-4.8ith ghz otherwise you most likely will get a large bottleneck

A 9590 can't even handle a 970. 🙁

Thanks for all Answers, I'll try to overclock my cpu. And yes i do have a Watercooled Cpu. Its on 29Degrees on Desktop and max 48Degrees on heavy gaming like Warthunder or GTAV or Assassisn's Creed Syndicate. I think i am able to overclock it like a 0.3Ghz more my Cpu is now at 4.3Ghz overclocked, I'll try for a 4,6 or 4.7

Guys, I am still waiting for any answer please help me...
I also forgot to mention. When i use 2 or 4k resolution my Gpu hits 98 or 99 Percent of usagebut FPS still same (Low).
Mymonitor is 1080P i simply just want 60FPS on 1080P 🙁.
I also oc to 4.6Ghz, Didn't help that much. I got 5 or 10 more fps but GPU Usage still low.... NEED HELP!
