EVGA gtx 970 SSC throttling at low temps

My evga 970 ssc is stuck at 135 mhz clock speed. So far I've been able to get the clock speed back to its regular speed under load but it always clocks back to 135 mhz after 5-10 seconds of being under full load. I've set my power options both in windows and nvidia control panel to maximum performance. I've set my PCI express power to maximum and have reinstalled drivers and rolled back drivers several times using DDU. My idle temps are 29 Celsius.. and under load are around 38-40 Celsius. I'm using MSI after burner and do not have precision x installed or any other overclocking programs. I do not have any overclocks on any part of my PC. My PSU is two years old and is a 1000W gold edition cooler master and all voltages in BIOS are fine. Is my graphics card toast?

Specs:
Asus ROG rampage IV extreme
I-7 3930k @ stock 3.2 ghz
Patriot Extreme Performance 16 GB DDR3 1866
Cooler Master: Silent Pro Gold 1000W
EVGA GeForce GTX 970 SSC ACX 2.0+
H100i Liquid cooler

Lot of others with same sort of solutions.

1) Some fixed with Windows reinstall

2) Some disabled the overclock (was unstable so it would force to 2D mode I guess to protect itself).

I can't think of much beside possibly downclocking to 90% of max (on GPU and memory) to test if that helps at least. If so, maybe an RMA is an option.

I ended up buyning a 1060 and it works like a charm. I guess the card was just dead. Thanks for the help!
 


Your WARRANTY should be three years for the EVGA 970.

You should at least RMA it so you can then sell it.
