I recently purchased a GTX 970 SSC model for my Build.
My first monitor is plugged into the DVI port but i am unable to get my second monitor to work using the HDMI port but i get no visual when doing so. I have two 2 Display Ports but do not have the correct cables to test those ports as of yet.

Is this a known issue or can i not mix DVI/HDMI? Also is it possible to get a DVI cable with a 2 DVI on one end to run both monitors?

I confirmed that both monitors work and are powered when using the DVI port.
Drivers for both Monitors and GPU are 100% up to date.
1000W power supply
2 - 24" Dell Monitors

Thanks for any advice.

The SCEPTRE monitor should work fine on the HDMI cable. If you are concerned about mixing the cable outputs (shouldn't be a problem), unplug the DVI cable and try the HDMI by itself.

Another option is to try the DVI/D-SUB adapter to connect the SCEPTRE monitor with a D-Sub cable. It isn't optimal, but it might get the monitor working.

I tried 3 separate HDMI cables on each monitor and didn't get any signal. I fear its a bad HDMI port.

I don't have any display port cables bought yet to try them :-/

these are the two different monitors that I've tried, I don't believe either have a cable requirement other than the dell not having a HDMI (i used the DVI on that one)
