[SOLVED] EVGA GTX 980Ti Not Detected but Fans Running & Showing Display

CPU: Ryzen 5 2600
MOBO: Asus Strix b450-f gaming
GPU: EVGA GTX 980Ti
PSU: EVGA 500W 80+ Bronze
RAM: Corsair Vegence LPX 3000mhz

I recently bought the GPU from an online seller. After correctly plugging everything in, I realized the GPU wasn’t being detected by my computer. The fans started spinning, gpu lights lit up, and I was given a display on my monitor, but still not detected. I had a GTX 1060 3GB previously in my build so I know it couldn’t have been my stuff. I have already tried almost every solution I could think of, including: Reseting CMOS, Using DDU, Moving GPU to different Slots, working 40 mins with Nivida on drivers, and probably some other stuff. Hopefully someone can help me fix this 980Ti.
