EVGA GTX 980Ti SC Temps skyrocketing and still low FPS in most games

Specs:

CPU: I7-5820K @ 3.30Ghz
Heatsink: Corsair H100i V2
MOBO: ASUS X99-A
RAM: 16GB DDR4 2133MHZ G Skill Ripjaws V series
PSU: 750w Gold Edition Seasonic
GPU: EVGA GeForce GTX 980Ti SC

So to compare, I have a gaming laptop that has a 970M in it, and it is outperforming my 980Ti, in my desktop, on almost all the games I play. The temps on my 980Ti also skyrocket to 88°C and I'm not sure what I should do about it.

I'm pretty confused on why a worse GPU is outperforming my 980Ti. My base clock on my 980Ti also goes from 885MHZ to anywhere from 1250MHZ - 1365MHZ and then skips around going back to the 885MHZ back up to the max possible MHZ while playing games. The Memory clock stays consistent at around 3499MHZ - 3600MHZ.

I've also eliminated all possibilities of it having something to do with CPU, RAM, MOBO, PSU, since it is a new build and I took the GTX 980ti out of my other computer and put it in the new one.

The other thing to mention is that I have a triple monitor setup. All three 24" ASUS monitors, One at 144Hz, connected with DVI-D, and the other 2 at 60Hz; One connected with an HDMI and the other HDMI to Display port adapter, and I'm not sure if this would cause an issue while playing games.

I have noticed that if I have other things like chrome or voice communication apps on my other monitors, my FPS drops drastically. However, if they are on my main 144Hz monitor and minimized I get decent frames around 35-60 FPS depending upon the game, and if I have other tabs open on my screens it drastically drops my FPS to anywhere from 11FPS - 50FPS. I have a feeling that my rendering is having huge issues and something is very wrong.

However, I did just buy a EVGA GTX 1080 FTW Edition because I was sick of dealing with terrible frames and having to switch between my desktop and laptop to play games for perfect frame rate; which the 1080 should be here in a couple of days. I'm not actually sure if I will get better performance out of the 1080, but I had money to spend and updating always seems like a good idea most of the time.

Side note; My laptop never drops below 55FPS on any game, so that is what I play on most of the time now.

However, I still want to know why my 980Ti is not performing like it should be.

Update:

Fixed the heating issue with EVGA settings as the fans were set to a really low setting. As of right now, my GPU doesn't go above 55°C at 44% fan speed, but it is still not performing how it should in games, FPS goes from mid 60-70's to 25-35 FPS.

CPU temps hit max of 56°C and I'm not actually sure how to check for turboing as I am afraid to OC my CPU in fear of destroying it. I'm still relatively new to OC'ing
 


Check what clock speed its hitting when under load. Try intel Extreme tuning utility.
 


Did a benchmark with the extreme utility, and received 1567 Marks, not sure how good or bad that is, and Maximum Core Frequency hit 3.98GHz and the Highest CPU Temperature went was 58C and Processor Cache Frequency never went above 3.06GHz. Memory Utilization went to ~7600 MB ~ 7800 MB

Stressed it for 5 minutes and the clock speed was at 3.98GHz most of the time, it dipped to 3.97GHz, but almost immediately went back to 3.98GHz. Processor Cache Frequency stayed at a constant 3.06GHz. Memory Utilization went stayed at around ~3800, and temperature hit max of 60C.

I have a feeling my 980Ti is dying because in most of my games I am having huge issues with rendering and if there are big cities or a lot of objects to render, my FPS just hits the floor at around 18-21, If I look at the ground it goes to 60-75 FPS haha.

Not having any issues with my new 1080 FTW Edition and therefore something is wrong with the 980Ti. I still don't know what it could be though. I'm just going to RMA it since it has a 3 year warranty from EVGA on it
