I'm currenty debating between these two models and I'm not sure what the difference would be and if the price would be worth it. I'm just trying to replace my graphics card, nothing more, but I have a a very low end pc. Here are my specs;

GPU: GT 635
CPU: Intel I5-4440 CPU @ 3.10GHz Quad core
Motherboard: Dell XPS 8700

If you have any other questions about my specs please ask I'll look.
ALSO** I have dual monitors which I believe are connected to my GPU and not my motherboard if that changes anything.

Solution
the top one? it must be pusing air out, put a piece of paper and see if it ousehes away from the case or tries to suc it, don't let the paper go or you will get in trouble! :D

from this image, i don't see another fan moving air

only cpu fan, the fan on the back and the psu fan, but that one shouldn't count i think

the two fan model i would buy

It comes down to how hard you think you'll be pushing the graphics card. The harder you push, the more heat your graphics card is going to generate. Obviously, two fans can dissipate that heat more effectively than one. What sort of things are you running or planning to run?

I plan to plan games on steam like "Rust" "Arma 3" "CSGO" "ARK" But most of the time I won't play the games on high graphics, at this point I cant even play games at the lowest graphics, the game is just unplayable. But I won't be playing the games at ultra graphics or anything.

But if it came down to it, would a single fan just be hotter? Is there any risk for my graphics card being hot, or would it just lower the life of the gpu

If you have sufficient airflow around your GPU you should have no problems with a single fan model if you don't mind the noise. I use a Zotec 1060 6GB with the single fan and have no problems even using the Heaven benchmark. The max temperature gets to around 70C and I really don't hear the fan. This replaced a GTX 760 which was much bigger so it actually has better airflow.

So really there the price difference isn't really worth it? and I'm not really quite sure if my airflow is sufficient but my room usually is hot most of the time, I have to keep my door open almost all the time or it gets pretty hot.

I have a GTX 1060 two fan model and it can get hot sometimes, but i also have smaller case and poor cable management. Id go with the two fan model if you can, a little extra will save you a lot

what you wrote, comes form a hjardware monitor?

have you opened the case, turned it off and verified how many fans are inside there and where are those located, pulling ar in or pushing air out?

if you have doubts of this, the dual fan gpu and a fan pushing air out are necesary, also a fan pulling air in in the front of the case

I havn't verified this but I'm probably sure that they are in there because my computer is a 2013 dell premade model.
