evga sc 1060 not being fully used

So i have a I5-4670k and a Evga sc 1060 and it seems that when i game the usage on both cpu and gpu is sitting at 70%. It doesnt matter what game it is but it always never seem to be fully utilizing my gpu and cpu.

Gpu is sitting at around 65c
Cpu is sitting at around 55c

1080p graphics settings change game to game

overwatch ultra
cs go custom
rust low

70% for the CPU is fine. You don't want the CPU to be operating at 100% because that would indicate a CPU bottleneck.

Try to use the highest graphics settings in all of the games.

if i try to use the highest setting my fps usually dips and still sits at around 70%

What are you using to monitor in-game CPU and GPU load?

i use hw monitor and msi afterburner

Download and run GPU-Z while gaming and then look at the Sensors tab page: to determine what is limiting your graphics card's performance.
